Get an Interim Parking Permit

Are you a developer, property owner, or parking operator who needs to construct a temporary surface parking lot? The City of Miami gives interim parking permits for parking needs that are not permanent.

NOTE: This is a zoning use permit, not a building permit. You need to complete this process before applying for the building permit associated with this lot, but this does not cover any of your actual building or construction.

Steps

Confirm Eligibility

Interim parking rules and regulations depend on property location. This is all outlined in the City's Code of Ordinances. We highly recommend you review this information before applying to determine which type of interim parking you will need.  A correct application will save you much time and effort down the line.

Additionally, each permit type is only valid for a certain period of time.

Review Fees

  • The application fee for interim parking is $1,000.
  • NOTE: Often, improvements to the public right of way will be required with this permit.  Those improvements will come at a cost to the applicant at the time of building permitting.

Collect Documents

You will need to include the following documents with your zoning application.

  • You will also need a Letter of Intent (LOI). This should include the type of interim parking you're applying for (temporary special event/short-term event, etc.), all addresses and folio(s) associated with the proposed parking lot, and the operational plan (including what security is provided, hours of operation, and self-park vs. valet).

Prepare Your Documents for Digital Upload

Because applications are now in ePlan, you must follow a standard naming convention (i.e. everything must be titled a specific way) while uploading documents or your application will be delayed. You should name your document properly now.

NOTE: Any documentation prepared by a professional, that is required to be “signed and sealed” (see above checklist) will need a digital signature. Learn how to obtain a digital signature.

Apply Online

  • You will have to create an Eplan account or login to an existing account. 
  • Select "interim parking" application. You can name your application whatever you want (the first step), this does not refer to the standard naming convention. 
  • After you complete the application, you will be asked if you'd like to submit your documents online. If you hit "yes" follow the instructions below for submitting documents.
    • If you select "no" you can present your documents to The Building Department in person at: 444 SW 2nd Ave, 4th Floor, and they will scan them for you.

Apply for Interim Parking Permit

Upload Documents

  • After you have completed your initial submission, you will receive an email from eplans@Miamigov.com prompting you to upload your documents. To do this, log back into the portal, and this time select "manage my existing projects". 
  • Select your project number, and go to the "applicant upload task" tab.  Be sure you have named your documents correctly (see above) and obtained a digital signature, if necessary. 
  • Upload documents and submit.
  • This is also where you can manage your project as the below process progresses. 

NOTE: Once you hit "upload complete - send to City of Miami", your ability to upload any more documents will be restricted until the completion of the City's application acceptance process. 

Modify Documents, if Necessary

Your application will now be in pre-screen, and you will receive an email from the City that alerts you to an open task in ePlan. Address these tasks (comments, modifications) to the best of your ability. Once you have made the necessary changes, re-submit your revised documents(go to "manage my existing project") in ePlan.

Multiple cycles of comments may occur back and forth.

Revise your Documents

NOTE: You may modify the content of your file(s), but do not change the file names when you re-submit.

Make Payment & Address 'Review' Comments

Once your application passes pre-screen, it will be moved to 'review'.

  • At this time, you will be notified via email and an invoice (with a link to pay online) will be placed in your project folder. The fee is $1000.
  • You will also be given 'checklist items' in your reports tab - these are additional issues that require your review. Address these comments and send back to City in ePlan.

Multiple cycles of comments & tasks may occur back and forth.

NOTE: If you hit 'return to City of Miami' but have not addressed comments/made changes, your application will not advance.

Await Completion

Once you've addressed all comments, your application will be sent for final review. If the application meets all requirements, an interim parking permit will be issued. Please note, each permit type is only valid for a certain period of time.

Obtain Proper Additional Permits

The Interim Parking permit is a zoning/use permit, and does not apply to the actual construction of your parking lot. You will now need to apply for any and all necessary building permits with the Building Department.

Be sure to upload this permit with your required documents in your building permit application.
