Requirements for Final Plat Approval

LIST OF REQUIREMENTS TO SCHEDULE FINAL PLAT FOR COMMISSION ACTION 

If your tentative plat has been approved, and you're ready to submit your final plat to the City Commission, please see this list of requirements. 

NOTE: Only a complete final plat package will be accepted for review and processing for City Commission Action.

This package must be turned in to Public Works no later than eight (8) weeks prior to a City Commission meeting which usually occurs on the 2nd and 4th Thursday of the month. 

1. A final plat will not be accepted without an approved corrected tentative plat and the Plat and Street Committee letter with the appropriate sign-offs on file. T-Plat valid until __________ 

2. Approved and active tentative plat with Miami-Dade County. T-Plat valid until __________ 

3. Fully executed final plat original Mylar (BLACK inked, size 30”x36”, lettering 1/8” minimum). 

4. Three (3) prints of fully executed final plat – signed and sealed. 

5. Check in the amount of $2,500.00 for final plat fee – payable to City of Miami. 

6. Paid tax receipts on the property (most recent) or Official Miami-Dade County Collection Inquiry Statements 

7. Approval letter from each of the various utility companies concerning easements and service – 
***no objection to the plat and no objection to the closure/vacation*** 

  • FPL 
  • Miami-Dade Water & Sewer Department (as a utility agency) 
  • Miami-Dade Water & Sewer Department (releasing plat for approval. Provide copy of Service Agreement(s)). 
  • Comcast Cable Communications, Inc. 
  • TECO Gas 
  • AT&T Florida (on behalf of Bellsouth) 
  • AT&T/TCG (LNS) 
  • AT&T Corp Long Line (Transmission) 
  • SPRINT 
  • Miami-Dade Co. Dept. Regulatory Economic Resources - Environmental Resources Management 
  • Florida Department of Health in Miami-Dade County 
  • Miami-Dade Transit (MDT) 
  • FDOT Letter 
  • Hotwire Communications 
  • Miami Parking Authority (applies to vacation and closures) 

8. Miami-Dade County Public School Concurrency 

9. Copy of fully executed Agreement between owner and City of Miami for the subdivision improvements. Copy of the Bond valid and active. (after submittal of final plat check if any item is pending in connection with the plat). 

10. A recent Opinion of Title, original, (in City of Miami Opinion of Title form). If property ownership is by an LLC, LTD, etc., the opinion of title must indicate the chain of authority, as applicable, name and title of person(s) authorized to execute the final plat on behalf of the property owner, and the complete signature block. (Update required prior to Commission meeting). 

11. Proof that all liens on property have been paid (including monies owned to the City). 

12. Any street, alley, easement closure, or variance must be completed before the Planning, Zoning and Appeals Board and/or City Commission. Provide certified copy of instrument with the attachments, from City Clerk. 

13. Restricted Funds confirmation letter and proof of payment if applicable. 

14. Need “Before Replat” and “After Replat” location sketch exhibits. 

15. Current backup documentation is required for all who execute the final plat. A resolution for authority to execute documents and a Certificate of Good Standing from the Secretary of State are required. 

Backup documentation required: 

1. If property is owned by a Corporation: 

A. Corporate resolution showing who has authority to sign for the Corporation (usually the President and the Secretary).
B. From the Secretary of State, a current Certificate of Good Standing. 

2. If property is owned by a Limited Liability Company:

A. Company resolution showing who has authority to sign for Company. 
B. From the Secretary of State, a current Certificate of Good Standing. 

3. If property is owned by a partnership: 

A. Partnership papers showing who has authority to bind partnership. 
B. From Secretary of State, a current Certificate of Good Standing. 

4. If property is owned by an off-shore corporation (example: Netherland Antilles): 

A. Financial Statement. 
B. Alien Report. 
C. Who has the authority to bind (the Managing Director). 
D. Right to do business In U.S. or Florida. 

5. If property is owned in trust: 

A. Copy of the Trust Agreement. 

6. For Banks: 

A. Recent bank resolution identifying the individual(s), by name(s) and title(s) having the authority to execute documents. 
B. Certificate of Corporate Existence from the Office of the Comptroller of the Currency. 

NOTE: All corporations, companies and banks need to seal the final plat or provide a letter stating that the do not have a seal. 

NOTE: Surveyor to confirm that PRM’s are going to be accessible after construction.

Plat must be recorded within 180 days after City Commission approval.
