City Manager Announces Appointments To City Leadership Team

City Manager Art Noriega announces the appointment of new Assistant City Manager Larry Spring, new Planning Director Lakisha Hull and Gee Chow as new Director of Information Technology and Chief Innovation Officer to the City leadership team.

"I am pleased to welcome Mr. Larry Spring as our new CFO and Ms. Hull as well as Mr. Chow as our newest department directors to the City of Miami. I am confident that these professionals based on their experience and qualifications, possess the skills necessary to successfully carry out our vision for the future," said City Manager Noriega.

Chief Financial Officer/Assistant City Manager

Mr. Larry Spring is a Certified Public Accountant (CPA) with over nineteen (19) years of experience in the public sector and fifteen (15) of those years at the level of Assistant Director or higher in general government financial functions such as budgeting, line cost accounting, taxes, capital financing and bond issuance. His experience also includes serving as City Manager for the City of North Miami, Corporate Director of Productivity and Decision Support for Jackson Health Systems, as well as former Chief Financial Officer/Assistant City Manager for the City of Miami.

Mr. Spring has a bachelor’s degree in Accounting from Tulane University and is a licensed realtor with a Real Estate License with the State of Florida.

Information Technology Director

Mr. Gee Chow has over fifteen (15) years of experience in the areas of Information Technology management in local government including managing and developing multiple teams of enterprise-wide IT services for public safety for multiple counties and cities such as Miami-Dade County, St. Lucie County, Coral Gables and St. Cloud. His duties also included strategic planning in developing the master plans for technology initiatives and capital projects and managing large-scale budgets for production systems.

 

Mr. Chow is a Certified Government Chief Information Officer and has certification in Lean Six Sigma and Information Technology Infrastructure Library V3 Foundation. He has a Master of Business Administration (MBA) degree and master’s degree in Finance from Florida International University and a bachelor’s degree in Computer Science from the University of Florida.

Planning Director

Ms. Lakisha N. Hull, AICP, LEED AP B+DC served as the Development Services Division Manager for the City of Charlotte, North Carolina processing land development projects and right-of-way management permits. Work programs include rezoning petitions, traffic impact studies, encroachments, abandonments, lease agreements and special events permits within 300 square miles of land area from September 2019 to April 2022.

Prior to that, Ms. Hull was the City Planner for the Department of City Planning at the City of Los Angeles, California overseeing land development policy and regulations including rezonings, subdivisions, variances, conditional uses, and street waivers from September 2012 to August 2018.

Ms. Hull has a dual master’s degree in Architecture and City and Regional Planning from the University of Pennsylvania, School Design, and a Bachelor of Science in Architecture from the University of Michigan, Taubman College of Architecture and Urban Planning. She is also a graduate from the Design and Architecture Senior Highs School located in the Miami Design District.
