Pursuant to Section 2-33(l) of the Code of the City of Miami, Florida, as amended, a VIRTUAL special meeting of the Miami City Commission will be held on Monday, August 3, 2020 at 10:30 a.m. and broadcast from Miami City Hall. The purpose of the special meeting will be to consider any and all actions, including but not limited to the adoption of resolutions, relating to the proposed formulation for CARES Act funding by the Miami-Dade County Mayor and the Miami-Dade County Commission, the amount of federal aid given to Miami-Dade County, amount of federal aid given to the City of Miami, the scale and scope of costs incurred by the City of Miami due to the novel coronavirus (“COVID-19”) currently covered under the CARES Act, any and all federal legislation that could impact CARES Act funding, and legal recourse available to the City of Miami. 

The August 3, 2020 Special City Commission Meeting will be held as a VIRTUAL MEETING with elected officials and City staff participating through video conferencing. This virtual meeting will be broadcasted live for members of the public to view on the City’s website (, Facebook, Twitter, Periscope, YouTube and Channel 77 (Comcast only for residents living in the City of Miami). 

For your information, members of the public can leave prerecorded public comment by calling 305-250-5353 for the subjects that are to be heard at this virtual meeting. The prerecorded public comment will be played during the virtual meeting. Additionally, members of the public may also submit a prerecorded video of your public comment to be shown at the virtual meeting. The deadline to submit prerecorded phone and prerecorded video messages is August 2, 2020 by 3:00 p.m. Phone and video messages submitted after the deadline may not be played during the virtual meeting. Finally, public comment may also be submitted via an online comment form and will be distributed to the Elected Officials and City Administration and made part of the public record. The deadline to submit public comment via the online comment form will occur when the Chairman closes public comment for the virtual meeting. 

Members of the public may also preregister to provide live public comment by phone during the meeting. You may preregister by phone by calling 305-250-5350 or online at Members of the public that preregistered will receive a call from the City on the morning of the meeting (approximately 10:30 a.m.) to address the City Commission by phone during the public comment portion of the meeting. The deadline to preregister to provide live public comment by phone is August 2, 2020 by 5:00 p.m.

Please note that Governor DeSantis’ Executive Order (“E.O.”) Number 20-179 extended E.O. 20-69 suspending the requirement that a quorum be present in person or that a local government body meet at a specific public place. The Executive Order also allows local government bodies to  continue utilizing communications media technology, such as telephonic and video conferencing for local government body meetings. 

Should any person desire to appeal any decision of the City Commission with respect to any matter to be considered at this meeting, that person shall ensure that a verbatim record of the proceedings is made including all testimony and evidence upon which any appeal may be based (F.S. 286.0105).
