1. City of Miami ADA Non-Discrimination Policy 

The City of Miami is an affirmative action/equal opportunity institution and does not discriminate on the basis of race, color, religious or family status, sex, national origin, age or disability pursuant to Title VI of the Civil Rights Act of 1964, the Federal Highway Act of 1973 (section 504), the Americans with Disabilities Act (ADA) of 1990, the Age Discrimination Act of 1975, the Civil Rights Restoration Act of 1987,the Florida Civil Rights Act of 1992 and other nondiscrimination authorities, in any City affiliated program, service, or activity.

2. ADA Public Notice

In accordance with the requirements of Title II of the Americans with Disabilities Act (1990), the City of Miami will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

  • Employment: The City of Miami does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the Americans with Disabilities Act (ADA).
  • Effective Communication: The City of Miami will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the City programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.
  • Modifications to Policies and Procedures: The City of Miami will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all the City programs, services, and activities.

Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity, should contact the office of the City Clerk, the ADA coordinator, or other contact as indicated in the public announcement at least three days prior to the scheduled event.

The ADA does not require the City of Miami to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden. 

Complaints that the City’s program, service, or activity is not accessible to persons with disabilities should be directed to the ADA Coordinator.

The City will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.

3. Accessibility

The City of Miami is committed to take all necessary steps to prevent discrimination and provide accessibility to people with disabilities, the main goal is to ensure access to programs, services and activities sponsored by the City. 4. Service Animals

Under Title II of the ADA, a service animal is defined as a dog or miniature horse that has been individually trained to do work or perform tasks for an individual with a disability. The task(s) performed by the dog must be directly related to the person's disability.

The City of Miami welcomes service animals within the definition of American with disabilities (ADA), pets are not recognized as service animals. The City of Miami will permit service animals to accompany their owners in all areas where the public is normally allowed to go. Service Animals must be harnessed, leashed, or tethered, unless these devices interfere with the service animals’ work or the individual’s disability prevents using these devices. In such cases, the individual must maintain control of the animal through voice, signal, or other effective controls.

Any Complaints related to a City program, service or activity that is not accessible to persons with disabilities should be directed to the ADA Coordinator.

5. Title VI Compliance

The City of Miami complies with Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987. It prohibits discrimination on the basis of race, color, and national origin in programs, services or activities under federal and non-federal financial assistance. The City commits to take all steps necessary to prevent discrimination and ensure non-discrimination in all programs, services and activities affiliated with the City.

6. ADA Forms
