Evaluation & Appraisal Review of the Miami Comprehensive Neighborhood Plan

The City of Miami is conducting an Evaluation & Appraisal Review (EAR) of the Miami Comprehensive Neighborhood Plan. This is a process that the City conducts every seven years, as required by State Statute. The EAR process gives the City an opportunity to examine its comprehensive plan and amend it to reflect the needs and demands facing Miami. The updated Comprehensive Plan will be a vision for Miami through 2035/2045

Update - August 3, 2023

We have completed a community outreach effort through in-person and online meetings, and online surveys and we have heard your concerns, opinions, and ideas. In consultation with Calvin, Giordano, and Associates, we have drafted amendments to the Miami Comprehensive Neighborhood Plan’s goals, objectives and policies. You can view these by selecting "Reference Materials". The proposed amendments will be presented in a public hearing before the Planning, Zoning, and Appeals Board on September 6, 2023.Let us know if you have any questions or would like to join our mailing list at envisioning2035@miamigov.com.

Update - September 28,2023

In the lead up to public hearings the Planning Department has responded to numerous requests for continued community outreach throughout August and September. In September, we have held community outreach meetings at Jose Marti Park and Melreese. On September 6, 2023, prior to the public hearing scheduled for the Planning, Zoning and Appeals Board (PZAB), we provided an open house at City Hall to provide time to work with community members with questions or concerns about the Miami Comprehensive Neighborhood Plan. On September 20, the PZAB met and heard the proposed amendments. The proposed amendments have now proceeded to the City Commission. They were scheduled for the September 28th meeting of the City Commission where they were deferred to the October 12th meeting. View the legislation page.

Update – October 16, 2023

The City Commission heard the proposed EAR-based amendments to the MCNP on First Reading on October 12, 2023, and voted to approve, unanimous. Next, the proposed amendments will be transmitted to the State Land Planning Agency and required reviewing agencies by October 20, 2023, through the state coordinated review process. Within 30 days of receipt by the State Land Planning Agency of the complete amendment package, the reviewing agencies shall send comments directly to the State Land Planning Agency. Then, within 60 days after receipt of complete amendment, the State Land Planning Agency will issue the Objection, Recommendation and Comments Report to the City. View the legislation page

The Planning Department continues to log comments by email and our online survey. The Stakeholder Log of Comments is updated for public review.

Update – October 30, 2023

October 23, 2023, the proposed amendments were transmitted to the State Land Planning Agency (Florida Commerce) and the required reviewing agencies, through the state coordinated review process. The State Land Planning Agency acknowledged its receipt of the proposal package on October 24, 2023. The agency anticipates issuing the Objections, Recommendations, and Comments Report (“ORC Report”) to the City in Winter 2024.

Update – March 5, 2024

Following the 60-day review period, Florida Commerce, the State Land Planning Agency, issued the Objections, Recommendations, and Comments (“ORC”) Report on December 22, 2023.  Briefly stated, there were no objections to the proposed amendments. Florida Commerce provided one comment that the City should amend the comprehensive plan to reflect a new statutory requirement of two planning periods in the MCNP. The ORC report is available to view under the “Reference Materials” tab below.

City staff has drafted changes to the amendments to address the comment within the ORC report and the proposed amendments to the MCNP are scheduled for second reading at the City Commission on March 14, 2024. Refer to the “Meeting Schedule” tab for updates as the second reading is scheduled.

About

The EAR is a state-mandated process intended to update the municipality’s comprehensive plan to ensure that the plan reflects current neighborhood issues and changes in State Statute. The Miami Comprehensive Neighborhood Plan’s (MCNP) Goals, Objectives, and Policies will be updated to reflect these changes, responding to the changing conditions in our community.

The MCNP is the City of Miami’s comprehensive plan. State law requires each local government to adopt a comprehensive plan. The comprehensive plan sets the future growth vision for the City. The goals within the comprehensive plan create milestones that align with this vision.
