Evaluation & Appraisal Review of the Miami Comprehensive Neighborhood Plan

The City of Miami is conducting an Evaluation & Appraisal Review (known as The EAR) of the Miami Comprehensive Neighborhood Plan. This is a process that the City conducts every seven years, as required by state statute. The EAR process gives The City an opportunity to examine its comprehensive plan and amend it to reflect the needs and demands facing Miami. The updated Comp Plan will be a vision for Miami in 2035.  

This page provides important information regarding the process and will be updated regularly as the project evolves.

About

The EAR is a state-mandated process intended to update the municipality’s comprehensive plan to ensure that the plan reflects current neighborhood issues and changes in State legislation. The Miami Comprehensive Neighborhood Plan’s (MCNP) Goals, Objectives, and Policies will be updated to reflect these changes, responding to the changing conditions in our community.

The MCNP is the City of Miami’s comprehensive plan. State law requires each local government to adopt a comprehensive plan. The comprehensive plan sets the future growth vision for the city. The goals within the comprehensive plan create milestones that align with this vision. The goals are meant to bring the city closer to realizing the vision. Measurable objectives and guiding policies within each goal are structured to inform growth management decision making in order to accomplish each goal. 

MCNP Elements 

The MCNP is comprised of 15 topical elements, which can be thought of as individual chapters. These elements encompass a range of topics that are crucial for the development of Miami. View the 15 MCNP elements that make up the MCNP:

The below dates reflect the proposed schedule of the EAR process. Some dates are tentative: 

  • May - June 2023: Citywide Public Meeting Series (see below for more information)
  • May - June 2023: Drafting proposed amendments 
  • September 6, 2023: Planning, Zoning and Appeals Board Meeting (tentative)
  • October 12, 2023: City Commission First Reading (tentative)

Engagement/Feedback

Public meetings will be hosted throughout the City this April. View schedule tab for dates. 

These meetings are your opportunity to share your knowledge and concerns about the City’s needs. This is also an opportunity to learn more about the issues that shape the City’s future and to better understand the planning process.

Meetings are being held throughout the City to facilitate your participation. All City residents, property and business owners are encouraged to participate. Although meetings are scheduled by District, everyone is welcome at all meetings.
