Xavier Alban

Mr. Alban is the Division Chief for Real Estate and Transactions at the City of Miami Office of the City Attorney. He is responsible for grants, public finance, budget, ethics, and compliance related matters. He also has experience handling matters relating to electric utilities, small cell wireless deployment, capital improvements, public works, and intellectual property. He also serves as legal counsel for various City boards such as the Finance Committee, the Miami Forever Bond Program Citizens’ Oversight Board, and the Wynwood Business Improvement District. Prior to becoming an Assistant City Attorney, he served as the Public Records Coordinator for the City of Miami where he assisted in developing the Public Records Division within the Office of the City Attorney. Mr. Alban was a Fellow in the 2018-2019 Wm. Reece Smith Jr. Leadership Academy of the Florida Bar, Class VI, and currently is a member of the Florida Bar’s 11th Circuit Grievance Committee “N,” the Florida Bar’s Committee on Technology, the Florida Bar’s Governmental Advocacy Committee, and is the Chair of the Diversity and Inclusion Committee of the City, County, and Local Government Law Section of the Florida Bar. Mr. Alban received his JD from the American University Washington College of Law where he also served as an Articles Editor on the International Law Review. Mr. Alban also holds a Bachelor of Science in Business Administration, with a focus in Finance, from the University of Florida and a Master of Arts in International Affairs, with a focus in International Economic Relations, from the American University School of International Service. Mr. Alban also completed a certificate in the Fintech Revolution: Transformative Financial Services and Strategies program from the Wharton School of the University of Pennsylvania.
