Thomas M. Fossler

Assistant City Attorney

Mr. Fossler joined the City Attorney's Office in April 2021. Currently assigned to the Real Estate and Transactions Division, he handles real estate and complex transactions, leases, licenses, rentals, easements, opinions of title, procurement issues and agreements, program partnerships, grants, loans, and legislation. He has experience handling utility franchises, capital improvement issues, unity of title applications, and tolling extensions.

In addition to his divisional role, Mr. Fossler serves as legal counsel for various City departments, boards, and trusts, including the Parks & Recreation Department, the Office of Capital Improvements, Little Haiti Revitalization Trust, Virginia Key Advisory Board, and Virginia Key Beach Park Trust.

Before his current role, he served as the Public Records Coordinator, supervising the Public Records Division in the Office of the City Attorney. Mr. Fossler was a Fellow in the 2022-2023 Wm. Reece Smith Jr. Leadership Academy of the Florida Bar, Class X. He actively participates in the Florida Bar's Governmental Advocacy Committee and chairs the Legal Awards Committee of the City, County, and Local Government Law Section of the Florida Bar.

Mr. Fossler has practical government experience, having worked as Chief of Staff to the Village Manager at the Village of Key Biscayne, where he managed day-to-day operations, including budget creation, contract processes, and strategic planning. He also served as the Chief Procurement Officer in the Town of Miami Lakes, responsible for procurement compliance, contract negotiation, bid protests, and dispute resolution.
