Testing & Validation
The Testing and Validation Division is responsible for initial skills testing and screening of applicants to determine eligibility for a position. We are also responsible for all competitive examinations, promotional examinations, and employment interviews in the classified service. The Division ensures valid examination and interview procedures in accordance with the Federal Uniform Guidelines for Employee Selection Procedures, as well as compliance of test construction and test development to other applicable federal standards.
Medical and Pre-Employment
Responsible for all Citywide activities concerning pre-employment/post-offer process, medical examination services and drug testing services while ensuring compliance with City protocols, policies, and procedures, Florida Statues, Federal Guidelines, grant compliance and various Industry Standards, etc., as it relates to pre-employment drug testing, medical examination, criminal background, driver's license check, credit checks, E-Verify, I-9 Employment Authorization, CDL and Non-CDL drug and alcohol testing, Fitness for Duty, and Return to Work for non-workers compensation processes.

The Employment Division is responsible for providing courteous and efficient service to employees and the general public relative to the recruitment, application and selection process. This includes application and resume screening to determine eligibility for all City positions; resume evaluation and career counseling. Our services are provided within the guidelines of the Civil Service Rules; local, state and federal laws and best practices in the field of Human Resources. The Employment staff also participates in career fairs and other outreach recruitment efforts to provide the most qualified employees for our residents.

Labor Relations provides City departments and employees with sound guidelines on how to manage human resources effectively and efficiently. It is also responsible for documenting, developing and implementing policies, procedures and mandates that support the City's mission. This includes taking a leadership role in administering grievances, discipline, and contractual benefits. Additionally, Labor Relations monitors compliance with federal, state and local laws, and conducts investigations including violations of the City's Administrative Policies (“APMs”).
