Public Notice Substantial Amendment to Citizen Participation Plan

PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING
PROPOSED SUBSTANTIAL AMENDMENT TO
CITY OF MIAMI CITIZEN PARTICIPATION PLAN 

As per the Code of Federal Regulations 24 CFR 91.105, the US Department of Housing and Urban Development (HUD) requires the City to adopt a Citizen Participation Plan (CPP) that sets forth policies and procedures for citizen participation. Pursuant to the declaration of a national emergency beginning March 1, 2020, the State of Florida Executive Order 20-52 (March 9), and the City of Miami State of Emergency (March 12) tied to COVID-19 (novel Coronavirus), the City’s Department of Housing & Community Development (HCD) intends to make a Substantial Amendment to its CPP, last approved in July 2019, to allow for the use of Virtual Public Hearings (VPH) when neighborhood-level public meetings (in person) are not possible, specifically in the case of a formal declaration by federal, state, and/or local government of a natural disaster, federal emergency, public health emergency, etc. 

The HCD has completed a draft Substantial Amendment to its Citizen Participation Plan (CPP), with proposed changes made to Sec. 1.2, 1.2.a and 1.2.4. The draft will be available for review and comment for a period of no less than 15 days, beginning on April 1, 2020 and ending on April 15, 2020. The HCD will present the amended CPP to City Commission on Thursday, May 14, 2020 at 9:00 a.m. for approval. The public hearing will provide the public an opportunity to comment and will be held as either a virtual meeting or at City Commission Chambers, 3500 Pan American Drive, Miami, FL 33133. Both the virtual meeting application and physical meeting site are ADA compliant. Please visit www.miamigov.com for any updates on City Commission meetings and to confirm that individuals can attend.
