HOME-American Rescue Plan (HOME-ARP)

The Department of Housing & Community Development (DHCD) is developing a substantial amendment to their FY 2021 Annual Action Plan to include HOME Investment Partnerships Program-American Rescue Plan Act of 2021 funding (HOME-ARP). The City has been allocated $12,720,427 in HOME-ARP funding to implement via eligible activities to benefit qualifying populations. The City is required to prepare a draft HOME-ARP Allocation Plan (Plan) that delineates how it intends to use the funding in adherence to federal guidance and regulation.

HOME-ARP funds can be used on the following four eligible activities:

  • Production or Preservation of Affordable Housing
  • Tenant-Based Rental Assistance (TBRA)
  • Supportive Services including homeless prevention services and housing counseling
  • Acquisition and Development of Non-Congregate Shelter Units (NCS) - These structures can remain in use as non-congregate shelter or can be converted to:  1) emergency shelter under the Emergency Solutions Grant program; 2) permanent housing under the Continuum of Care; 3) or affordable housing under the HOME Program.

HOME-ARP funds must be used to primarily benefit individuals or families from the following Qualifying Populations (QPs):

  • Homeless
  • At-risk of homelessness
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking
  • In other populations where providing supportive services or assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability

NOTE: Veterans and families that include a veteran family member that meet one of the preceding criteria.
