Public Notice of Two Virtual Public Hearings (VPH) for
the City of Miami Annual Action Plan for Fiscal Year 2021 on April 29, May 10   

Miami, FL (April 9, 2021) - Virtual Public Hearings (VPH) will be held to gather public input related to the City of Miami annual Action Plan Fiscal Year 2021 (October 1, 2021 – September 30, 2022), to be submitted to the U.S. Department of Housing & Urban Development (HUD) on or prior to August 15, 2021. There will be two (2) VPHs as indicated below: 

  1. HOPWA Virtual Public Hearing

    Thursday, April 29, 2021 at 4:30 PM
    Discuss the affected community needs and to establish priorities for the Housing Opportunities for Persons with AIDS (HOPWA) for FY2021

  2. CDBG/HOME/ESG/CARES Act- Related Virtual Public Hearing
    Monday, May 10, 2021 at 5:00 PM
    Discuss community needs and establish priorities for following programs for FY2021 – Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA).

Staff from the City’s Department of Housing & Community Development (HCD) will lead the meeting via video conferencing and will appear remotely. Two or more Commissioners of the City, or members of their staff, may attend and participate at these Virtual Public Hearings. These virtual hearings will be broadcast live for members of the public to view on Miami TV, YouTube or Comcast Channel 77 (closed-captioned, within the City of Miami).  

Members of the public can leave public comments utilizing one or more of the following methods:

  1. In Person: On the day of the VPH, public comment may be provided during each of the two meetings at a terminal setup in the lobby at Miami City Hall located at 3500 Pan American Drive, Miami, Florida 33133. Please bring a photo ID, and wear a mask, for entry into City Hall.
  2. Pre-Recorded Voice Message: Members of the public can provide comments via a dedicated voicemail by calling 305-250-5340 prior to the meeting. Pre-recorded comments will be played during the respective VPH. Messages submitted after the deadline may not be played during the VPH but may be included in the public participation section of the annual Action Plan. The deadline to submit comments through this method is as follows:
    • HOPWA VPH – Starting Monday, April 26, 10 am, through Thursday, April 29, 9 am
    • CDBG/HOME/ESG/CARES Act VPH - Starting Wednesday, May 5, 10 am, through Monday, May 10 at 9 am.
  3. Pre-recorded Video Message:

    • HOPWA VPH – Starting Monday, April 26, 10 am, through Thursday, April 29, 9 am
    • CDBG/HOME/ESG/CARES Act VPH - Starting Wednesday, May 5, 10 am, through Monday, May 10 at 9 am. 

4. Online Comment Form: Comments can also be provided via an online public comment form. The period to submit public comments via this method opens on Thursday, April 26 at 10 AM and closes during the VPH when HCD staff indicates the end of the public comment period. 

 As per HUD NOTICE: CPD-21-02 Attachment A, Virtual Public Hearings are allowed in the Preparation of FY 2021 Annual Action Plans for submission to U.S. HUD. In accordance with the Americans with Disabilities Act of 1990, persons needing special accommodations to participate in this proceeding may contact the Department of Housing & Community Development at 305-416-2080 no later than three (3) business days prior to the proceeding.  TTY users may call via 711 (Florida Relay Service) no later than three (3) business days prior to the proceeding.
