Q1.  Can you secure a waiver from workers compensation insurance requirements?
You can secure a waiver from workers compensation from the City’s Risk Management Dept. if your non-profit has four or less employees.

Q2. How much money is available for ESG? We anticipate that there will be approximately $450,000 total available in ESG funding, based on previous, recent allocations but please note that usually an average of 30% is available for rapid rehousing and homeless prevention services; the remainder goes to hotel/motel vouchers and street outreach services for the homeless.

Q3.  Where is a sample rating chart? It will be uploaded under the Resources tab later today.

Q4. If we have received funding before and now we need to indicate how to provide an added benefit as per federal regulation, can we expand our the number of clients we will be serving (count) and not necessarily provide a service expansion? Yes. You would need to indicate that you will be serving X number of additional persons with the same amount of funding your agency received in the previous contract you were awarded.

Q6. Is the RFP scoring sheet based on a yes/no passing score? No. The RFPs are scored based on meeting a threshold number of points. The scoring sheet, accessible under the Resources tab, will note the points awarded to specific answers.

Q7.  If a file is too large and you are not able to submit it as an attachment, what do you do? If that is the case, you can (1) use one of the free applications online available to compress large documents and see if the ZoomGrants system will accept that reduced file size; (2) You can submit an abbreviated excerpt of the large document and you can indicate in your uploaded attachment that the rater can reach out to a website, or a specific person at your agency, should they require additional pages of that document. Regardless, you still need to upload a valid file in that section; do not leave it blank. 

Q8. Is the grant period 12 months or 24 months? It is for 12 months with a possibility that the City will contract again with your agency for a second 12-month period.

1. Are private foundations (not a 501c3) eligible? according to the IRS, “every organization that qualifies for tax exemption as an organization described in section 501(c)(3) is a private foundation,” with some exceptions.  

2. If my non-profit is based outside of the City, I can still provide services to residents of the City? Yes and your application should reference how it will do that.

3. Is this a program where you (non-profit) have to have a certain amount of money in the bank and then they reimburse you, after the fact? It is recommended that the agency have one or two months of cash flow. The reason is, from the time the funds are allocated and the contract is drawn up and executed, there is a delay. It may take several weeks to get a contract out the door. Once the contract is approved you can then submit your reimbursements retroactively to the contract start date.  We do not pay advances. Everything works on a reimbursement basis. We pay you back based on the eligible expenditures your non-profit made that are directly associated with the services you are contracted to provide

4. You mentioned Rapid Rehousing – who provides that service for the City currently? Presently, that service is provided by Chapman Partnership.

5. One of the forms asks for the 990 for the current fiscal year. We are not going to have that as our fiscal year started in Jan., so we won’t have that. What do we do? You have to submit your previous year 990 and indicate that you do not have the current year’s form yet. 

6. I have been doing non-profit work for years and they are asking me for stuff that I have no knowledge of, and I was hoping to get one-on-one assistance with applying. Do you offer that? No. We cannot do that as it creates an unfair advantage for one applicant. However, you can email us all the questions you may have to rtazoe@miamigov.com or you can ask questions at our workshops.

7. Is there a cap on how much you can apply as an organization? No.
