Copy of a memorandum from Chief Jorge R. Colina, Director, Department of Police, requesting an extension of probationary period of David Torres, Police Officer, for six (6) additional months beyond October 3, 2019. (DISCUSSION)

 

Following an appearance by the employee, who responded to questions by the Board, a motion to GRANT the request of the department was considered and resulted as follows:

C.        Military Leaves of Absence

Roberto Luna, Firefighter, requests re-employment as a Firefighter, following his return from Military Leave. Copy of his Discharge Memorandum indicating Honorable Discharge submitted. (DISCUSSION)

 

The Board entered a motion to approve the reemployment as requested, and thanked the employee for his service.

Copy of a Judgment from Emilio T. Gonzalez, City Manager, concerning the Appeal hearing on behalf of Sandy Dorsainvil, Cultural Arts Center Manager, relative to her termination, effective April 4, 2016. (NOTIFICATION)

Copy of a Joint Request to Continue from Eugene Gibbons, Attorney, and Adanna Ferguson, Assistant City Attorney, concerning the Appeal hearing of Vincent Miller, Police Officer, relative to his 40-hour suspension, effective January 22, 2018. (DISCUSSION)

Hearing is scheduled for today.

 

Adanna Ferguson, Assistant City Attorney, appeared before the Board and advised that there is an agreement between the respective parties and she should have the finalized settlement by the next meeting. Following discussion, the Board considered a motion to GRANT the continuance as requested, which resulted as follows:

G.        Requests for Hearings

G.1

Request from Maximiliano Valdes, Police Sergeant, for an Investigation Hearing pursuant to Civil Service Rule 16.1 - Investigation By the Board and a Grievance hearing pursuant to Civil Service Rule 16.2- Complaint by Employee, alleging a violation of Civil Service Rules 6.2- Promotional Examinations and 7.3- Duration of Registers, concerning the examination process for the 2017 Police Lieutenant's exam. (DISCUSSION)

 

The Executive Secretary advised the Board that the office had received an email from Sergeant Valdes requesting that this matter be carried over to the next meeting. The request will be placed on the agenda of August 20, 2019.

H.        Today's Hearings

H.1

Hearing of Appeal on behalf of Xiao-Wen Michelle Choi, Principal Staff Analyst, concerning her demotion, effective November 14, 2017. (Continuation from August 5, 2019).

 

At the meeting of August 5, 2019, the Board agreed to reschedule this matter for a Special meeting in October.

H.2

Hearing of Appeal on behalf of Vincent Miller, Police Officer, concerning his 40-hour suspension, effective January 22, 2018.

 

Joint continuance was granted at today's meeting. This matter will be rescheduled in accordance with the Board's continuance policy.
