A Qualified Census Tract (QCT) is any census tract (or equivalent geographic area defined by the Census Bureau) in which at least 50% of households have an income less than 60% of the Area Median Gross Income (AMGI). HUD has defined 60% of AMGI as 120% of HUD's Very Low Income Limits (VLILs), which are based on 50% of area median family income, adjusted for high cost and low income areas.

When a request for a QCT confirmation letter is submitted to the City of Miami, the developer will be instructed to:
Obtain the Affordable Housing Certification (AHC) from the Department of Community and Economic Development (DCED).
Submit the QCT Confirmation Letter request along with the AHC to the Department of Planning & Zoning for verification and draft of final letter.
Complete the online QCT Confirmation and AHC Request Form. The QCT request must have the following in order to be processed by the Planning and Zoning Department:
Site Address (Exact address preferred)
Affordable Housing Certification
Aerial of site (optional)
To obtain the AHC, the developer must

After obtaining the AHC, the QCT request will be forwarded to the Planning and Zoning Department in order to receive the QCT Confirmation Letter. The Planning and Zoning Department will verify the site’s QCT eligibility and provide the following:
An official QCT confirmation letter from the Planning and Zoning Department.
An aerial image, produced by Planning and Zoning staff verifying the site’s location within a QCT.
A copy of the AHC (previously obtained from DCED).
Allow 3-5 business days for notification from the Planning and Zoning Department for ACT Confirmation and AHC Letter pickup.
