THE APPLICATION PROCESS
1. APPLY IN PERSON
To ensure that your application reaches its
destination, it is best to apply in person. The Department of Employee Relations is not responsible for late applications that are sent via US mail or by courier that may not arrive.
All applicants visiting the Employment Office
that submit a City of Miami Application for
Employment are issued a receipt form, which
verifies the date of application submission, and
the documents submitted with the application.
All applications must bear original signatures
of the applicant. Faxed copies nor applications
without original signatures will be accepted.
2. APPLICATIONS FOR EMPLOYMENT
City of Miami application forms are accepted by
the Employment Office staff from 8:00 AM to 5:00
PM Monday through Friday, excluding legal
holidays, unless otherwise specified.
Applications must be submitted by the closing
date as indicated on the job announcement.
Typically, recruitments are closed on the last
day of the work week (Friday) unless a
compelling need arises to close them sooner. For
recruitments with indefinite closing dates, a
review is made each week by staff to determine
whether additional recruitment time is needed.
When an announcement has an indefinite closing
date, it is to your advantage to apply as
quickly as possible. Application forms are
available on our website:
www.miamigov.com. Applications are
available online in both downloadable pdf as
well as fill-in formats. Please be aware that
information contained on resumes may supplement
information on the application, but not replace
it - unless a recruitment specifically requests
that a resume be submitted. Key information must
be provided on the City of Miami application
form.
3. APPLICATION DOCUMENTS
It is imperative that the applicant submits a
completed application form along with all
required documents as indicated on the job
announcement. Copies of documents are acceptable
to initially qualify, but original/official
documents (licenses, transcripts, certification,
etc.) may be required prior to actual hire or
promotion. It is also advisable to provide as
much detail as possible about current and
previous employment responsibilities when
completing the application form since additional
information will not be accepted after the
closing date. Remember the application form
presents you to the employer in your absence,
and might very well be a determining factor in
whether you are given further consideration in
the employment process. Paid full-time and
part-time experience may be used to meet
requirements. When specifying hours
worked per week, please refrain from indicating
“varied”, as no credit will be awarded for such
entries. It is critical that applicants indicate
the standard or average hours worked in order to
be given appropriate credit for work experience.
Applications submitted to the City of Miami are
subject to inspection in accordance with the
provisions of
Florida's Public Records Act.
4. EDUCATION
Different City positions require various
educational credentials, licenses, and/or
certifications. Degrees and diplomas are subject
to verification of educational institution
accreditation of educational institution
accreditation by an accrediting agency
recognized by the United States Department of
Education or Council for Higher Education
Accreditation (CHEA). It is required that you submit
proof of the documents needed to demonstrate
that you meet or exceed the requirements for the
position for which you are applying. If
education beyond high school is required, a
transcript is usually needed at the time the
application is filed unless the degree submitted
reflects the academic major on its face.
Official, sealed transcripts will be required
prior to appointment to positions that require a
degree. Please read the “Documentation” or
“Note” sections of the job announcement to
determine documentation requirements. Depending
on the classification in question, it may also
be necessary to submit proof of high school
graduation, a valid driver’s license, or other
specified credentials at the time of
application. Applicants submitting foreign
degrees, certificates or diplomas with
applications must also submit transcript
evaluations performed by NACES approved transcript evaluation
services that determine reciprocity to training
or degrees completed in the United States.
5. VETERAN’S PREFERENCE IN EMPLOYMENT
In
accordance with
Florida Statute 295, the City of Miami will
award United States military veterans who meet
the criteria stipulated in the aforementioned
statute preference in employment. All applicants
seeking veteran’s preference are required to
present a legible Form DD-214 in order to
qualify. All Forms DD-214 are required to be
submitted. Applicants claiming disabled
veteran’s preference must also submit a letter
from the Department of Defense or the Veteran’s
Administration that is less than one year old at
the time of application which indicates that the
applicant possesses a current, service-connected
disability, and states the rating of same.
Documents form the Veteran’s Administration that
reflects a permanent service-connected
disability will be considered despite issue
dates prior to one year. In addition to the
Form DD-214, applicants who have been awarded
combat campaign/expeditionary medals that are
not reflected on the Form DD214 must submit
supplemental documents from the Department of
Defense that demonstrate possession of a combat
campaign / expeditionary medal by the closing
date. All relevant documents must be submitted
for the closing date in order to have preference
awarded. This process is further outlined in
Administrative Policy 2-86.

6. JOB INFORMATION
Information regarding current vacancies can be
found on the City of Miami’s 24-hour Job Hotline
and website. The Job Hotline number is (305)
416-2050, and the City of Miami’s official
website is: www.miamigov.com. Both the hotline
and website are updated on Mondays.
7. NOTIFICATION CARD
A Notification Card allows the Department of
Employee Relations to notify prospective
applicants of recruitments when they occur.
Prospective applicants can complete notification
cards at any time. These cards merely indicate
to the Department of Employee Relations who is
interested in specific City employment
opportunities. The Department of Employee
Relations keeps this data stored until such time
that recruitment begins for the specified
position, not exceeding a two-year period. Once
a job announcement is posted for a position in
which a prospective applicant has indicated an
interest, the notification card is mailed to the
applicant advising of the recruitment and the
closing date. THE NOTIFICATION CARD IS NOT AN
APPLICATION FORM!! Once notification cards are
mailed, applicants are required to submit a City
of Miami employment application form, along with
relevant documents, prior to the closing date in
order to receive employment consideration.
Applicants who change their address must notify
the Department of Employee Relations of their
address change along with the classifications
for which notification cards were completed to
ensure that they receive notification of future
recruitments.
8. GENERAL CLERICAL SKILLS TESTING
For those positions that require keyboarding,
shorthand, transcription or computer application
skills, the initial screening will be scheduled
by the Employment Office staff (Room 129) Monday
through Thursday from 9:00 AM to 1:00 PM. Please
read the announcement thoroughly as requirements
may vary depending on the position.
Anyone possessing a valid typing, shorthand,
transcription or computer application
certificate issued by the City of Miami
Department of Employee Relations or an
accredited school or college will not be
required to take the aforementioned tests
providing that such certificate is not more than
one-year old and the level of proficiency is at
the appropriate level.
The aforementioned certificates do not expire
for City employees provided that they are
employed in a clerical capacity that would
require the use of such skill and provided they
have the certificates of proficiency on file. In
order to qualify, an applicant’s certificate
must indicate the minimum correct words per
minute transcribed, typed or entered.
9. CHANGE OF ADDRESS
If you are an applicant or City of Miami
employee, please notify the Department of
Employee Relations of any change of address or
telephone number. Be sure to include the
position you applied for, approximate date of
application, and your complete address. It is
important that this information be accurate and
current so that applicants can be readily
contacted. Address changes should include zip
codes. Changes in telephone number should
include current area code. Upon changing an
address, City employees are also required to
complete a W-4 form. Contact your departmental
payroll/personnel liaison or the Department of
Employee Relations Employment, Selection and
Records Section at (305) 416-2111.
10. TYPES OF RECRUITMENT
CLASSIFIED- Recruitment to fill a position
covered by the
Civil Service Rules.
Competitive – A recruitment that requires an
assembled examination in order to be determined
an eligible candidate for consideration.
Non-competitive – A recruitment not requiring an
assembled examination to determine eligibility.
Instead, applicants are evaluated and determined
eligible based on their training and experience
as indicated on the application form for
employment.
Restricted – Recruitment is limited to a
specific group of applicants as specified on the
job announcement.
Promotional – Recruitment is limited to
employees in a lower job classification in the
same occupational area.
Open – Recruitment is open to all who are
interested in applying and who meet the
requirements.
UNCLASSIFIED - The manner in which recruitments
are conducted is not covered by the Civil
Service Rules. Positions may be filled at the
discretion of the City Manager.
11. SCREENING OF APPLICATIONS
Once a position is closed for recruitment,
applications are screened by professional staff
to determine eligibility. An eligible register
is established listing the names of those
applicants who have been determined eligible or
ineligible. Per
Civil Service Rule 8.1, every
vacancy in the classified service shall be
filled from appointment from the appropriate
eligible register. Once the Director of Employee
Relations establishes an eligible register,
written notification is mailed to the applicants
having applied notifying them of their
application status.
12. APPEALS FOR DISQUALIFICATION
In the event that an applicant feels that he or
she was unfairly disqualified, a written letter
of appeal may be addressed and submitted to the
Director of Employee Relations stating the
reason for said appeal. Upon receipt of the
appeal letter, staff will review the facts of
the case, and the Director of Employee Relations
shall make a determination as to whether the
initial eligibility determination will be
sustained or denied. Notification of the
director’s decision will be forwarded to the
applicant.
13. REFERRAL OF APPLICANTS
Civil Service Rule 8 establishes the basic
requirements for appointments, promotions, and
advancements in the classified service. These
actions are accomplished primarily by the
referral of qualified eligible candidates. Only
those names appearing on a certification list
generated by the Department of Employee
Relations may be considered for appointment
unless approved via another civil service rule,
or by the Civil Service Board.
