About Us
The Department of Employee Relations
serves over 4,000 City employees and
numerous members of the public each day.
The department of Employee Relations consists of two major divisions which are Labor Relations and Human Resources. Below are brief descriptions of the
Divisions in the Department of Employee
Relations:
Labor Relations - responsible for all
activities concerning unions
representing City employees. This
includes negotiating labor contracts,
reviewing and analyzing major employment
trends, fair employment practices,
judicial opinions, and staying abreast
of developments of national, state and
federal regulatory agencies. Labor
Relations also investigates and drafts
disciplinary actions for the majority of
City departments, works with Internal
Security on cases of employee
misconduct, reviews activities related
to classification and pay, and assists
the Chief Executive Officer on issues of
employee morale and employee relations.
Within the division of Human Resources are the following sections:
Classification & Pay - responsible for
the administration of the City’s
compensation system, position
management and coordination of the annual
Service Awards Program.
Employee Assistance and Wellness - responsible for coordinating and providing City wide employee assistance (EAP) and wellness educational programs and services. The EAP and wellness approach focuses on the enhancement of employee effectiveness and alignment of the City’s strategic objectives concerning quality of work-life and related performance enhancement initiatives.
Employment, Selection & Records -
responsible for providing courteous and
efficient service to employees and the
general public relative to the
recruitment, application and selection
process.
Equal Opportunity/Diversity Programs -
responsible for investigating employment
discrimination cases filed by current
and prospective employees, providing
technical assistance and training to
employees and management regarding equal
opportunity laws and diversity, and
providing administrative support to the
Equal Opportunity Advisory Board.
Medical - responsible for establishing
and maintaining medical services for
prospective and current employees.
Organization Development and Training - responsible for coordinating
the City’s education and training
program.
Payroll - responsible for maintaining the City’s payroll system, as well as utilizing state-of-the-art software to process the payroll.

Testing & Validation - responsible for
developing, administering and scoring
valid examinations for entry level and
promotional positions and coordinating
and monitoring interview processes.
