District 5 is comprised of the most culturally diverse communities in the City of Miami. Neighborhoods include Liberty City, Model City, Overtown, Little Haiti, Lemon City, Buena Vista East /West and Spring Gardens and Wynwood. The neighborhoods within District 5 are Miami’s most undeserved and impoverished neighborhoods.
 
The 2005 City of Miami Police Department Annual Report shows that District 5 neighborhoods Little Haiti and Model City ranked highest for 5 of the 7 crimes listed. The crime areas are: robbery, burglary, aggravated assault, homicide and rape. According to the 2000 U.S. Census the median income for the zip codes within the district is overall well below half the national average. More than a third of the district’s residents live below the federal poverty level, less than half have a high school diploma and less than 10 percent have completed high school.

A recent survey of District 5 constituents indicated that their top three concerns include: Affordable Housing, Economic Development and Improving the Quality of Life. These indicators demonstrate that the neighborhoods within District 5 are in dire need of revitalization.

District 5’s four year plans outlines our objectives, goals and priorities for the next four years. More importantly it is based on what you, the people in our community told us you wanted. We distributed surveys to residents and business owners in the communities, based on those results my office developed a four year plan that will work to:
 

Provide affordable housing through rental and homeownership
Support Small businesses
Redevelop abandoned and vacant lots
Support ex-felons in becoming positive and productive citizens
Create a cultural destinations  in major corridors
Improve the Quality of Life
Identify and provide services for homeless women
Match organizations with individuals seeking jobs and training opportunities
Provide emergency disaster programs for seniors
Prepare today’s youth to be tomorrows leaders
Mobilize residents in reducing and preventing crimes in their communities
Preserve historic buildings and landmarks
