Neighborhood Stabilization Program 2 (NSP2)

Federal regulations governing the
American Reinvestment and Recovery Act (ARRA) of
2009 require that citizens be provided
reasonable notice of and opportunity to comment
on the proposed uses of NSP2 funding. The City
of Miami is requesting $38,500,000 of funds to
be allocated under ARRA through a competitive
bid, and proposes the following NSP2 activities
to be undertaken to benefit low- moderate- and
middle- income residents throughout
neighborhoods in the City of Miami.

Community Development 2009-2013 Consolidated
Plan and 2009-2010 Action Plan Available for
Review and Comment

As per the Code of Federal Regulations 24 CFR
91.200, U.S. HUD requires entitlement cities
that receive funds under its grant programs to
prepare a Consolidated Plan and an annual Action
Plan, which detail proposed activities to
maximize the benefits of federal funding to low
income residents. The
City of Miami is required to report annually to
the U.S. Department of Housing and Urban
Development (HUD) on projects funded through the
Community Development Block Grant (CDBG); Home
Investment Partnerships (HOME); Emergency
Shelter Grant (ESG); and Housing Opportunities
for Persons With AIDS (HOPWA) programs.
The City of Miami Department of Community
Development has completed a draft of its
2009-2013 Consolidated
Plan and
2009-2010 Action Plan.
The Consolidated Plan and annual Action Plan
will be available for public review and comment
for a period of no less than 30 days. The review
and comment period begins on June 23, 2009 and
ends July 22, 2009. The plan will be presented
to City Commission for approval on July 23, 2009
(public hearing).
Draft copies of the plans will also be available
at the City of Miami Department of Community
Development office located at 444 SW 2nd Avenue,
2nd floor, Miami, Florida, 33130. Comments to
the plans must be submitted in writing to:

Request for Proposals for Neighborhood
Stabilization Program (NSP)

The City of Miami Department of Community
Development is accepting Request for Proposals
for the implementation of a program to acquire,
rehabilitate and sell foreclosed single-family,
condo or Townhome units to families making less
than 120% for the Area Median Income (AMI) as
adjusted for family size. This initiative
is funded by the Housing and Economic recovery
Act of 2008 (HERA) under the Neighborhood
Stabilization Program (NSP). The Request
for Proposals will be available Friday, June 19,
2009 through Tuesday, July 7, 2009 3:00 PM.
There will be a workshop on Wednesday, June 24,
2009 from 2:00 PM to 4:00 PM,
at City Hall, Commission

CDBG-R Substantial Amendment
to 2008 Action Plan

The City of Miami was awarded $2,218,946 in
Community Development Block Grant – Recovery Act
(CDBG-R)
funding under the American Recovery and
Reinvestment Act of 2009. The purpose of the
CDBG-R is to stimulate the economy through
measures that modernize the Nation’s
infrastructure and improve energy efficiency
among other things. The City is required to
submit a substantial amendment to its 2008
Action Plan by June 5, 2009.
Interested individuals are invited to review the
City’s CDBG-R draft of the substantial amendment
to the 2008 Action Plan and provide written
comments in relation to this draft. The review
period will be from May 20, 2009, through May
27, 2009.
All public comments must be submitted in
writing, during the 7-day comment period, and
directed to the Department of Community
Development, Attention: Roberto Tazoe, 444 SW 2nd

33130. In
addition, citizens wishing to provide public
input are invited to attend the City Commission

HPRP Substantial Amendment to 2008 Action Plan

The City of Miami was awarded
$3,392,918, as a result of the American Recovery
and Reinvestment Act of 2009 for the
Homelessness Prevention and Rapid Re-Housing
Program (“HPRP”). The purpose of the HPRP is to
provide homelessness prevention assistance to
individuals and households who would otherwise
become homeless and to provide assistance to
rapidly re-house persons who are homeless as
defined by section 103 of the McKinney-Vento
Homeless Assistance Act (42 U.S.C. 11302). The
program aims to assist extremely and very low
income persons (earning 50% or less of the Area
Median Income). The City of Miami is required to
submit a substantial amendment to its 2008
Action Plan.
Interested individuals are
invited to review the City’s HPRP draft of the
substantial amendment to the 2008 Action Plan
and provide written comments in relation to this
draft. The review period will be from April 29,

The City of Miami’s Foreclosure
Prevention Program provides assistance of up to
$7,500 to low-income homeowners within City
limits who are facing foreclosure. Applications
for the program will be available starting
Friday, February 13, 2009, and will be accepted
starting Monday, March 16, 2009. Applications
will be available online or at the Department of
Community Development, 444 SW 2nd
Ave., 2nd Floor, Monday-Friday, 8 a.m. to 5 p.m.
Applications must be submitted to: Foreclosure

required to undergo foreclosure counseling.

Consolidated Plan 2009-2013 Update

The Department of Community Development held
seven public hearings to discuss community needs
and establish priorities for federally funded
activities within the City during a five-year
period (2009-2013) as part of its next
Consolidated Plan. These comments will be
incorporated into the Plan. However, Community
Development is still accepting any and all
comments from the public in relation to this.
Plus, a fillable survey is available on line so
that interested persons may submit their

About Neighborhood Stabilization Program (NSP)

The City of Miami
was awarded $12,063,702 in Community Development
Block Grant (CDBG) dollars to implement the
federal government’s new Neighborhood
Stabilization Program (NSP), authorized
under Title III of the Housing and Economic
Recovery Act of 2008. The NSP was created to
provide emergency assistance to state and local
governments to acquire and redevelop foreclosed
properties that might otherwise become sources
of abandonment and blight within the community.
The NSP is providing grant dollars to
municipalities, including the City of Miami, to
purchase foreclosed upon or abandoned homes and
to rehabilitate, redevelop and resell these in
order to stabilize neighborhoods and stem the
decline of neighboring home values.

The City of Miami, Department of Community
Development (“DCD”) is announcing the
availability of seats to serve as a voting
member to the Housing and Commercial Loan
Committee (“HCLC”).
The HCLC’s purpose is to approve and/or
disapprove certain housing and commercial loans
and/or grants to be provided by the City of
Miami under Community Development Block Grant
(“CDBG”), HOME Investment Partnership Program
(“HOME”), Housing Opportunities for People with
AIDS (“HOPWA”), State Housing Initiatives
Program (“SHIP”), Affordable Housing Trust Fund
(“AHTF”), and any other funds administered by
the DCD.
The HCLC shall consist of 13 members. Each
member shall be appointed by city commission and
ratified by resolution. The City of Miami is
looking for individuals with expertise in the
areas of; residential home building, banking or
mortgage banking, labor (home-building),
advocate for low-income persons, for-profit/
not-for-profit housing providers, real estate
professional, and a representative of one of the
following trades within the City of Miami:
education, health care, code enforcement, fire
safety/emergency, and/ or criminal justice
system.
