help eligible low-income persons buying a
primary home in District 1 - including the
neighborhoods of Allapattah and Civic
Center/Health District area. If you meet
certain guidelines and you're planning on living
in District 1's boundaries, you may be eligible
for assistance towards the purchase of your

Neighborhood Stabilization Program NSP for
Multi-family Developers Reopens

The NSP Miami program has reopened its Request
for Proposals (RFP) for multi-family developer
applicants.
This RFP does incorporate several modifications
in comparison to the previously issued NSP
Multi-family RFP. As such, all applicants are
encouraged to read through this new RFP in its
entirety.
This RFP is for the implementation of a program
to acquire, rehabilitate, own, and manage
foreclosed multi-family rental properties, to be
utilized as affordable rental housing,
benefitting families making less than 50% for
the Area Median Income (AMI), as adjusted for
family size. Properties under the RFP must be
located in the City of Miami’s Neighborhood
Stabilization Program’s Areas of Greatest Need (AGN).

open-ended application period, and funds (up to
$40,000 per unit) will be allocated on a
first-come, first-ready, first-served basis,

Neighborhood Stabilization Program Homebuyer
Applications Available October 1, 2009

The
NSP homebuyer program provides up to
$70,000 in assistance to income-eligible persons
towards the purchase of a foreclosed and
vacant home as their primary residence
within specific areas identified as the Areas of
Greatest Need (AGN) in the City of Miami. Please
see maps for those areas. Applications and
guidelines for the NSP homebuyer program will be
available on-line starting October 1, 2009.
Applicants must work with their lender to submit
all documents required by the City as part of
the application package. The City will process
applications on a first-come, first-ready,
first-served basis. For a full list of

The Florida legislature created the Florida
Homebuyer Opportunity Program (FLHOP) in the
regular 2009 legislative session. The program
allows eligible applicants to receive up to
$8,000 in assistance towards the purchase of a
home, which must then be repaid by the applicant
within 18 months upon receipt of his/her federal
tax refund. In order to qualify, the applicant(s)
must not have purchased a home in the past three
years, and their income should be $75,000 or
less for single taxpayer households and $150,000
or less for joint filing taxpayer households.
The $8,000 amount is considered an interest-free
loan and the home must be purchased prior to
December 1st. The Florida legislature
funded the home buyer program with a total of
$30 million, which will then be distributed to
municipalities across the state. The City of
Miami will be administering $188,561 in FLHOP
funds. In order to qualify for the City’s
program, the income-eligible homeowner must be
purchasing a home within City of Miami limits,
with a maximum sales price of $236,000.

Revolving Loan Pilot Program for Economic
Development is now available to eligible,
for-profit businesses in District 3 or District
4.

The program provides
eligible businesses with up to $10,000 in
assistance if they create and/or retain one
full-time, permanent position for a low- to
moderate-income* person.
Monies are awarded
as a loan, with 0% interest and the full
assistance amount is forgivable if the job
position is created and/or retained. Eligible
uses of the funds include: purchase and
installation of machinery, equipment, furniture,
fixtures; technology infrastructure; renovation,
improvement and expansion including leasehold
improvements; inventory; construction
(renovation, improvement, expansion), in
compliance with Davis Bacon Wage Rates.
This program is
federally funded and applications will be
accepted on a first-come, first-ready,
first-served basis, while funding is available.

Neighborhood Stabilization Program 2 (NSP2)

Federal regulations governing the
American Reinvestment and Recovery Act (ARRA) of
2009 require that citizens be provided
reasonable notice of and opportunity to comment
on the proposed uses of NSP2 funding. The City
of Miami is requesting $38,500,000 of funds to
be allocated under ARRA through a competitive
bid, and proposes the following NSP2 activities
to be undertaken to benefit low- moderate- and
middle- income residents throughout
neighborhoods in the City of Miami.

CDBG-R Substantial Amendment
to 2008 Action Plan

The City of Miami was awarded $2,218,946 in
Community Development Block Grant – Recovery Act
(CDBG-R)
funding under the American Recovery and
Reinvestment Act of 2009. The purpose of the
CDBG-R is to stimulate the economy through
measures that modernize the Nation’s
infrastructure and improve energy efficiency
among other things. The City is required to
submit a substantial amendment to its 2008
Action Plan by June 5, 2009.
Interested individuals are invited to review the
City’s CDBG-R draft of the substantial amendment
to the 2008 Action Plan and provide written
comments in relation to this draft. The review
period will be from May 20, 2009, through May
27, 2009.
All public comments must be submitted in
writing, during the 7-day comment period, and
directed to the Department of Community
Development, Attention: Roberto Tazoe, 444 SW 2nd

33130. In
addition, citizens wishing to provide public
input are invited to attend the City Commission

HPRP Substantial Amendment to 2008 Action Plan

The City of Miami was awarded
$3,392,918, as a result of the American Recovery
and Reinvestment Act of 2009 for the
Homelessness Prevention and Rapid Re-Housing
Program (“HPRP”). The purpose of the HPRP is to
provide homelessness prevention assistance to
individuals and households who would otherwise
become homeless and to provide assistance to
rapidly re-house persons who are homeless as
defined by section 103 of the McKinney-Vento
Homeless Assistance Act (42 U.S.C. 11302). The
program aims to assist extremely and very low
income persons (earning 50% or less of the Area
Median Income). The City of Miami is required to
submit a substantial amendment to its 2008
Action Plan.
Interested individuals are
invited to review the City’s HPRP draft of the
substantial amendment to the 2008 Action Plan
and provide written comments in relation to this
draft. The review period will be from April 29,

Prevention Program

The City of Miami’s Foreclosure
Prevention Program provides assistance of up to
$7,500 to low-income homeowners within City
limits who are facing foreclosure. Applications
for the program will be available starting
Friday, February 13, 2009, and will be accepted
starting Monday, March 16, 2009. Applications
will be available online or at the Department of
Community Development, 444 SW 2nd
Ave., 2nd Floor, Monday-Friday, 8 a.m. to 5 p.m.
Applications must be submitted to: Foreclosure
Prevention Program, Dept. of Community
Development, 444 SW 2nd Ave., 2nd
Floor, Miami, FL 33130. All applicants will be
required to undergo foreclosure counseling.

About Neighborhood Stabilization Program (NSP)

The City of Miami
was awarded $12,063,702 in Community Development
Block Grant (CDBG) dollars to implement the
federal government’s new Neighborhood
Stabilization Program (NSP), authorized
under Title III of the Housing and Economic
Recovery Act of 2008. The NSP was created to
provide emergency assistance to state and local
governments to acquire and redevelop foreclosed
properties that might otherwise become sources
of abandonment and blight within the community.
The NSP is providing grant dollars to
municipalities, including the City of Miami, to
purchase foreclosed upon or abandoned homes and
to rehabilitate, redevelop and resell these in
order to stabilize neighborhoods and stem the
decline of neighboring home values.
