Development Seeks Eligible Applicants for its
Housing & Commercial Loan Committee (HCLC)

The City of Miami is seeking
applications from persons interested in serving
as voting members of the Housing and Commercial
Loan Committee (HCLC). Established by City
Resolution, the HCLC serves as the City of
Miami’s affordable housing advisory committee
and was granted the authority to approve or
disapprove loan applications for funding of
affordable housing projects and commercial
projects, and related transactions. Its thirteen
(13) members act without compensation and have a
professional knowledge of housing-related
matters.
The
City is seeking individuals with qualifications
in one of the following capacities:
actively engaged in the residential home
building industry; actively engaged in the
banking or mortgage banking industry; a
representative of those areas of labor actively
engaged in home building; actively engaged as an
advocate for low-income persons; actively
engaged as a for-profit housing provider;
actively engaged as a not-for-profit housing
provider; actively engaged as a real estate
professional; a resident of the City of Miami; a
person who represents employers within the City
of Miami; a person who works in the following
trades/industries within the City of Miami –
education, health care, law enforcement, fire
safety/emergency, and criminal justice system.
Preference is given to those candidates who have
direct affordable housing experience. All HCLC
members should be active residents of the City
of Miami, own real property within the City of
Miami, and/or work or maintain business within
City of Miami limits.
A person is not eligible to serve
on the HCLC if that person owns financial
interest, is employed by, or is an officer of,
any entity that receives or intends to receive
funding from the City of Miami.

Loans to Eligible Homeowners in the City of

The program offers loans of up to $35,000, to
qualifying low-income homeowners within City
limits seeking to repair their properties.

Substantial Amendment to FY2008-09 Action Plan
Related to Use of NSP Funds Has Been Approved

On July 30, 2008, the Housing and Economic
Recovery Act of 2008 was signed into law to
address the nation’s severe housing crisis.
Title III of the Act appropriates $3.92 billion
of grant funds under the Neighborhood
Stabilization Program (NSP) for states and local
governments to purchase and redevelop abandoned
or foreclosed properties.
The Housing and Economic Recovery Act of 2008
directed the United States Department of Housing
and Urban Development (HUD) to target funding to
areas with the greatest needs based on the
extent of foreclosures, subprime mortgages, and
mortgage delinquencies and defaults. As part of
the NSP allocations made to governments
throughout the State of Florida, the City of
Miami was awarded approximately $12.06 million.
All grantees were required to file a Substantial
Amendment to the Action Plan with HUD indicating
how they planned to use their NSP funding to
stabilize their community’s hardest hit
neighborhoods, based on the guidelines
established for the program.
The City of Miami’s approved Substantial
Amendment to the Action Plan was updated on
December 17, 2009.

low- and moderate-income persons whose income

District Public Hearings Conducted by City of
Miami Commission to Discuss District Priorities
for the 2010-2011 Annual Action Plan.

encouraged to participate in District Public
Hearings to be held by the City of Miami
Commissioner representing each District. The
purpose of the Public Hearings is to discuss
community needs and the distribution of
Community Development Block Grant (CDBG), HOME

Substantial Amendment to FY2008-09 Action Plan

Federal regulations governing the City of Miami
2004-2009 Consolidated Plan require that
citizens be provided reasonable notice of and an
opportunity to comment on any substantial
amendment to the plan per 24CFR 91.105/115. The
City of Miami was awarded $12,063,702, as a
result of the 2008 Housing and Economic Recovery
Act (HERA), and proposes the following
amendments to the FY-2008-2009 Action Plan in
relation to NSP activities to be undertaken to
benefit low-, moderate- and middle income
residents.

Neighborhood Stabilization Program NSP for
Multi-family Developers Reopens

The NSP Miami program has reopened its Request
for Proposals (RFP) for multi-family developer
applicants.
This RFP does incorporate several modifications
in comparison to the previously issued NSP
Multi-family RFP. As such, all applicants are
encouraged to read through this new RFP in its
entirety.
This RFP is for the implementation of a program
to acquire, rehabilitate, own, and manage
foreclosed multi-family rental properties, to be
utilized as affordable rental housing,
benefitting families making less than 50% for
the Area Median Income (AMI), as adjusted for
family size. Properties under the RFP must
be located in the City of Miami’s Neighborhood
Stabilization Program’s Areas of Greatest Need

Neighborhood Stabilization Program Homebuyer
Applications Available October 1, 2009

The
NSP homebuyer program provides up to
$70,000 in assistance to income-eligible persons
towards the purchase of a foreclosed and
vacant home as their primary residence
within specific areas identified as the Areas of
Greatest Need (AGN) in the City of Miami. Please
see maps for those areas. Applications and
guidelines for the NSP homebuyer program will be
available on-line starting October 1, 2009.
Applicants must work with their lender to submit
all documents required by the City as part of
the application package. The City will process
applications on a first-come, first-ready,
first-served basis. For a full list of
requirements, please see the

The Florida legislature created the Florida
Homebuyer Opportunity Program (FL HOP) in the
regular 2009 legislative session. The program
allows eligible applicants to receive up to
$8,000 in assistance towards the purchase of a
home, which must then be repaid by the applicant
within 18 months upon receipt of his/her federal
tax refund. In order to qualify, the
applicant(s) must not have purchased a home in
the past three years, and their income should be
$75,000 or less for single taxpayer households
and $150,000 or less for joint filing taxpayer
households. The $8,000 amount is considered an
interest-free loan and the buyer must have an
executed contract on the home by April 30, 2010,
and must close on the home by June 30, 2010. In
order to qualify for the City’s program, the
income-eligible homeowner must be purchasing a
home within City of Miami limits, with a
maximum sales price of $236,000.

Revolving Loan Pilot Program for Economic
Development is now available to eligible,
for-profit businesses in District 3 or District
4.

The program provides
eligible businesses with up to $10,000 in
assistance if they create and/or retain one
full-time, permanent position for a low- to
moderate-income* person.
Monies are awarded
as a loan, with 0% interest and the full
assistance amount is forgivable if the job
position is created and/or retained. Eligible
uses of the funds include: purchase and
installation of machinery, equipment, furniture,
fixtures; technology infrastructure; renovation,
improvement and expansion including leasehold
improvements; inventory; construction
(renovation, improvement, expansion), in
compliance with Davis Bacon Wage Rates.
This program is
federally funded and applications will be
accepted on a first-come, first-ready,
first-served basis, while funding is available.

The City of Miami was awarded $2,218,946 in
Community Development Block Grant – Recovery Act
(CDBG-R) funding under the American Recovery and
Reinvestment Act of 2009. The purpose of the
CDBG-R is to stimulate the economy through
measures that modernize the Nation’s
infrastructure and improve energy efficiency
among other things. The City is required to
submit a substantial amendment to its 2008
Action Plan by June 5, 2009.

HPRP Substantial Amendment to 2008 Action Plan

The City of Miami was awarded
$3,392,918, as a result of the American Recovery
and Reinvestment Act of 2009 for the
Homelessness Prevention and Rapid Re-Housing
Program (“HPRP”). The purpose of the HPRP is to
provide homelessness prevention assistance to
individuals and households who would otherwise
become homeless and to provide assistance to
rapidly re-house persons who are homeless as
defined by section 103 of the McKinney-Vento
Homeless Assistance Act (42 U.S.C. 11302). The
program aims to assist extremely and very low
income persons (earning 50% or less of the Area
Median Income). The City of Miami is required to
submit a substantial amendment to its 2008
Action Plan.

About Neighborhood Stabilization Program (NSP)

The City of Miami
was awarded $12,063,702 in Community Development
Block Grant (CDBG) dollars to implement the
federal government’s new Neighborhood
Stabilization Program (NSP), authorized
under Title III of the Housing and Economic
Recovery Act of 2008. The NSP was created to
provide emergency assistance to state and local
governments to acquire and redevelop foreclosed
properties that might otherwise become sources
of abandonment and blight within the community.
The NSP is providing grant dollars to
municipalities, including the City of Miami, to
purchase foreclosed upon or abandoned homes and
to rehabilitate, redevelop and resell these in
order to stabilize neighborhoods and stem the
decline of neighboring home values.
