Department of Community Development Issues RFP For Disaster Relief Funding for Affordable Multi-Family Rental Developments Within the City of Miami


MIAMI, FL  – The City of Miami’s Department of Community Development is issuing a Request for Proposals (RFP) on Friday, November 2, 2007, for Community Development Block Grant (CDBG) disaster relief funding for affordable multi-family rental developments within City of Miami limits, in need of hurricane-related repairs, rehabilitation and hurricane hardening due to damages from Hurricanes Katrina and/or Wilma. Please note that the properties’ damages cannot have been addressed by FEMA.  (If the property received damage repair assistance from other funding sources, such as insurance, it must be demonstrated that the amount was insufficient to address the needs of the property.) 

In order to qualify for this RFP, at least 51% of the renters presently residing at the multi-family rental development must have incomes that are at or below the 80% Average Median Income (AMI), adjusted for household size.* See chart below. This CDBG Disaster Relief RFP is looking to fund at least one project per Commission District, although the City reserves the right to withdraw this RFP at any time without prior notice.

Funding to winning proposals will be provided in the form of a forgivable, deferred payment loan with a six percent (6%) interest rate. Loans will have a twenty (20) year affordability period. Please refer to the RFP itself for full specifications. 

Starting Friday, November 2, 2007, the Request for Proposal will be available for downloading via Internet at www.miamigov.com/communitydevelopment/rfqp.asp, and for pick up at the offices of the Department of Community Development, located at 444 SW 2nd Ave., 2nd Floor, Miami, FL 33130. 

All proposals in relation to this RFP must be submitted to the City Clerk’s office at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133 by Friday, November 30th, 2007, by 3 p.m. No applications will be accepted, reviewed or considered after 3 p.m. on that date.  Please see RFP for details on proposal submission.
