Letter From the Chairperson


Greetings,

As the Chairperson of the Civilian Investigative Panel (CIP), and on behalf of the entire Panel and staff, I welcome your interest and visit to our website.  The Civilian Investigative Panel is an agency of the City of Miami, created and empowered by the voters to conduct independent and impartial oversight of the Miami Police Department (MPD). The CIP conducts investigations into allegations of police misconduct and reviews police policies, procedures and practices. The Panel is vested with subpoena power.  Our focus is to restore trust in law enforcement through transparency and an unbiased process by which we hold MPD officers to the highest standards of conduct.  

The thirteen volunteer Panel members, along with a staff of professionals, work cooperatively with public officials, community leaders and service organizations.  In addition to its core functions, the CIP engages a large community of individuals and agencies in discourse.  We view our challenges not as stumbling blocks but as speed bumps on the road to success.  The bumps have come in the form of legal challenges to our authority, deep budget cuts and decreased staff size.   

In Fiscal Year 2009, in spite of working with a much reduced budget and staff, the CIP continued its quest to complete as many investigations as possible, reviewed all submitted MPD proposed policy and procedure revisions and forwarded recommendations to the Chief of Police, City Manager, Mayor and City Commission.  The CIP also expanded its outreach efforts so as to bring greater community awareness to the services it offers.   

The CIP website has also proven to be a remarkable tool for sharing information and keeping the Miami community interested in and aware of the services we offer, the issues and challenges we face and most important, the inroads, successes and accomplishments we have realized. Our thanks go out to all those who helped make it possible.
