Policy PR 1.1.4 of the Comprehensive Plan requires the review and update of the City's methodologies for Levels of Services for city parks and open spaces outlined in Policy CI-1.2.3. The firm Goody Clancy, responsible for the preparation of the 2007 Miami Parks and Public Spaces Master Plan, has been identified to undertake this study and update the Comprehensive Plan. This project is scheduled to be completed by the end of October 2012
Currently, the Level of Service (LOS) by which parks are evaluated is by average number of acres per 1000 residents. This method neglects some factors such as types of parks, residents ability to access parks, physical barriers, etc.
The goal of this study is to develop appropriate standards for evaluating how much and what kinds of parks, recreation and open space there should be to better serve city residents. These standards will be incorporated in the city's comprehensive plan.
Part of this process is to engage the public to obtain feedback on how parks should be evaluated based on the different types of parks that exist, parks within walking distance from neighborhoods, and additional parkland opportunities.
Two public meetings on this issue were held during the course of the study. The first public meeting took place on Tuesday, May 1, 2012 and the second on June 18, 2012. During these meeting, the current Level of Service for parks was explained, possibilities for alternative LOS methods were explored and public comment was received.
