What is a lobbyist?
As defined in Section 2-653 of the Code of the City of
Miami, “Lobbyist” means all paid persons, firms,
corporations employed or retained by a principal who
seeks to encourage the passage, defeat, or modification
of any ordinance, resolution, action or decision of the
city commission; or any resolution, action, decision or
recommendation of any city board or committee; or any
action, decision, or recommendation of the city manager
during the time period of the entire decision-making
process on such action, decision or recommendation which
foresee ably will be reviewed by the city commission, or
a city board or committee.
How do I register?
Prior to engaging in any lobbying activities, you must
submit to the Office of the City Clerk a completed
Lobbyist Registration Form and all applicable fees.
Payment is received in cash or check. Checks must be
made payable to the “City of Miami” and may be mailed or
delivered to the Office of the City Clerk located at
3500 Pan American Drive, Miami, FL 33133.
What if I am lobbying on behalf of a non-profit
organization?
Any person appearing as a representative of a not for
profit corporation without special compensation or
reimbursement for the appearance, whether direct,
indirect, or contingent, shall complete the appropriate
registration forms but will not be required to pay any
registration fees.
Is anyone exempt from having to
register?
The following individuals are not required to
register as lobbyists:
1. Any person who only appears in his or her
individual capacity for the purpose of
self-representation without compensation or
reimbursement, whether direct, indirect, or
contingent to express support or opposition to any
item.
2. Any public officer, employee, or appointee who
only appears in his or her official capacity.
What do I do if I am no longer lobbying for a
particular client?
A
Notice of Withdrawal form must be submitted to the
Office of the City Clerk.
Is there any other information that must be disclosed
by a lobbyist?
Yes, an annual Expenditure Report must be filed with the
Office of the City Clerk by January 15th of each
calendar year. All registered lobbyists must submit this
report even if the lobbyist has incurred no expenses on
behalf of his/her client during the reporting period.
Failure to do so will result in a $25.00 fine.
