to be the lowest responsive and
responsible bidders and each
firm was awarded contracts in
four categories; Envirowaste
Services Group Inc., Categories
3, Drainage and 5 All; General
Asphalt, Inc., Category 2,
Paving; Metro Express, Inc.,
Category 4, Sidewalks, Curbs and
