What We Do

CIP coordinates the City of Miami’s capital improvement planning process and long-range program so that capital spending supports strategic citywide initiatives and neighborhood needs. This culminates in a six-year capital improvement plan that is produced annually. All expenditures of capital improvement dollars must be reviewed & approved by CIP. Additionally, CIP directs and executes all capital improvement projects for the City involving construction and/or those that require professional design – architectural, engineering, landscape architectural and/or surveying services.

Some of the critical activities of our divisions include:

  • Devising a capital improvement program that focuses on and balances community needs, the City’s strategic policy objectives, its operating requirements, and the physical condition of the its assets and facilities

  • Capital project budget planning, continuous fiscal monitoring including fund eligibility, and technical support to City departments

  • Maximizing the City’s capital funding by securing cooperative partnerships with other governmental and private sector projects.
  • Manage grants to augment reimbursements from grantor agencies
  • Securing and administering cost effective contracts for top quality consultant, construction, design and other services, utilizing various procurement methodologies.

  • Devising realistic project scopes and schedules, conducting all due diligence and design activities for capital construction projects to ensure timely and cost effective delivery of projects
  • Developing & implementing a comprehensive plan for all City facilities and right-of-way to transition to full accessibility in compliance with the Americans with Disabilities Act

  • Providing regular on-site inspections of construction in progress for capital projects using in-house staff or firms under contract as construction engineering observers
  • Administering construction contracts, handling requests for information, processing change orders and pay requests, as well as performing constructability reviews during project design
